	AddNewRow	Creates a new BcfRow and adds it to the Rows.
	CreateNewRow	Returns a new row for the table. The row will not be added to the Rows collection before calling AddToTable. Until then the row is not part of the data. Calling CreateNewRow(Boolean) will not cause a data change nor create an undo item.
